He points to a telling incident in early June 2025, when Gyaltsen Norbu was summoned for a lecture by Xi Jinping and three members of the Standing Committee of the Politburo, urging him to be a good communist and to actively promote the Sinicization of Tibetan Buddhism. Arpi argues that if Gyaltsen Norbu had already been fulfilling this role to their satisfaction, such a high-level intervention would not have been necessary.
